What follow up to the Stockholm Programme?

With the Stockholm  Programme coming to an end, it is time the European Council  gives  further guidance to the  construction of the area of freedom, security and justice. Many questions arise : will it be an ambitious programme  as its predecessors, or will the accent be placed in  implementation and consolidation?
