Proposal for a Regulation of the European Parliament and of the Council on the European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice (eu-LISA)
In June 2017, the Commission tabled a Proposal for a new Regulation on eu-LISA, which shall thus replace Regulation (EU) 1077/2011.
As stated by the Commission in the Explanatory Memorandum, the overall aim of the Proposal is to improve the functioning of the Agency and enhance and strengthen its role to ensure that its mandate meets current challenges at EU level in the area of freedom, security and justice. It also aims at inserting in the Regulation changes deriving from policy, legal or factual developments and in particular to reflect the fact that new systems will be entrusted to the Agency subject to agreement by the co-legislators and that the Agency should be tasked with contributing to the development of interoperability between large-scale IT systems. Finally, the proposal aligns the Agency's founding act with the principles of the Joint Statement of the European Parliament, the Council and the European Commission on decentralised agencies of 19 July 2012, the so-called "Common Approach on decentralised agencies".
